Someone who attended
tea parties. Presumably referring to the nibbling of cakes and
polite conversation that was bound to occur at such
non-alcoholic gatherings. Used as a derogatory term for
effete folk, it highlights how much of the slang of the era is derived from
flapper culture (i.e. the culture of drinking, dancing, wild parties, and
lust for life).
